    On the last class, our classmate, wang-tuanwei, give us two worlds,one is by the people,another is for the people,when he talk about the American government.But the two world is similar meaning?

In the opinion of huang-renyu,     the two is quit different.In the section of The government of wen and jing emperor（文景之治），he said that by the people means the government is dominent by people,which is elected by all persons.the people even can deny it.however, for the people is taking the place of people,or stand for the people,and anyone can do it ,such as emperor.If the one is dowell,we can call it as "开明专制", if not, we say it is a "暴政". To the American government,however,it is by the people as first step,and then is for  the people which is basic on the former.

But,who is the people? Are you remember the last lisenning class? In the Sentence dictation,we heared:"Econmic growth creats a middle class, and a middle class ,eventually,demands democracy." For the morden time,the middle class is important.In our class, which named political thinking of the western,teacher cao told us: Aristotle pay a attention to the middle class.he hope more of them can join in the government,for he believe the middle class can balance of the interests between the rich and the poor. What Aristotle said is the possibility, or they can do it ,but what measure they will take,or how they can do it?

   We can see what he is respected? Yes,it is"deep-rooted habits", he  believe  of  the people. It's "instincts",anyone can't  change it,even the emperor.So, he recall that "let matters take their own course".in a word,if the liberilism is early in the western, the freedom is first in china.
